Excuse the pun but that article contains some absolute rubbish:
The 360-acre site at Hempsted, owned by Enovert, will also feature a biomass generator and a woodland with 100,000 different species of trees.

There aren’t that many species of tree on the planet (~73,000) and native UK tree species number around 50. Great fact checking BBC.

I suppose they might as well try to put it to some useful purpose. 

The fact that it's built on the flood plain (the clue's in the name) makes that side of the City more likely to flood seems to be immaterial to the powers that be.
